The KEY to the brightest neon colors is bleaching kits. Be VERY careful though, it's crucial to do strand tests to see how long to treat your hair with the bleach solution. More often than not, you will have to do at least two treatments on previously color-treated hair to obtain a clean and even pallet for your neon color.
Be sure to have a blow dryer and seran wrap handy. The longer you process your hair with the neon color...the better the results. So, its important not to let the hair dye dry out. Apply seran wrap around the color treated hair after applying. Then evenly apply heat for approximatley 10 minutes, then allow hair dye to process for the recommended amount of time, then check a strand. IF disired color is reached...rinse and apply a deep conditioner. If not desired rinse and repeat the above process. Apply dye, apply seran wrap, apply heat, then strand test, if desired color is reached rinse hair.

You may want to experiment with some semi-permanent lowlights or a medium transition shade before make such a drastic change.

-- Contributed by: jodiShan - Adding a blonde tint will help lighten your red shade to a nice Strawberry Blonde. Blonde Hair Highlights can also be effective to give you a sun-kissed, fun color. If the red is very deep, however, you may need some overall lightening before you can go strawberry - I'd recommend consulting with a professional colorist to discover which would be best for your hair color, condition, and type.

-- Contributed by: shanBrianne - You should be able to use either light or dark highlights or lowlights, but be sure to keep it within 2-3 shades of your natural color so it doesn't stand out too much. If you want a more dramatic look, go for high contrast with chunks or streaks for a bold style.
