Hi Kathryn, There are several ways you could try to get the top layer of hair to wave. For a permanent solution, you can get a body wave perm. For everyday, try a large barreled curling iron or setting in jumbo rollers and spritzing with a finishing spray to hold.

Hi Ellen, You can create soft waves and natural looking curls with a large barreled curling iron. If you want to avoid heat styling, you could try pin curls or velcro rollers. A small amount of styling aid applied prior to curling can help hold the curls. Another option is curly extensions - there are clip extensions that can be used for a temporary change in style.
